Vice Minister Gao Hucheng attended and addressed the Summit Forum of the Expo Central China 2011

  

Summit Forum of the Expo Central China 2011 was held in Taiyuan, Shanxi Province, on September 26. Wang Qishan, member of the Political Bureau of the CPC Central Committee of and Deputy Premier of the State Council, attended and addressed the Forum. Gao Hucheng, China International Trade Representative and Vice Minister of Commerce, also delivered a speech at the Forum.

Mr. Gao said that, the Expo is an important platform to implement the Rise of Central China Plan. Since 2006, the Expo has been held successfully for six sessions, and won extensive support and participation of all walks of life at home and abroad, which has become the largest and most influential comprehensive expo in central China, and played an important role in promoting the opening up of the central region to the whole China and to the world, and in promoting the rapid development of economy of the central region.

Mr. Gao pointed out that, with increasing risks and uncertainties in world economy recovery, we need a more open and convenient trade and investment environment to boost people’s confidence in economic development. With the theme of “transformation and leap to promote rise of central China”, this Expo aims at actively coping with challenges, expanding opening up, promoting leap-forward development, and gradually realizing the rise of the central China.

Mr. Gao put forward four proposals on the commercial development of the central China as follows:

First, step up modern market circulation system building, and promote the building of long-term mechanism of expanding consumption demand. We should pay efforts to build a grand market for major commodities, with the capacity for production, transit shipping, and marketing, strengthen building of distribution centers for agricultural products, and support and advance the development of rural market. And we should further optimize layout of urban business outlets in central China, lower cost of market circulation, and promote efficiency of circulation.

Second, further promote opening up to the outside, and reinforce new advantages of economic competitiveness of central China. We should actively research to expand the catalogue of priority industries for foreign investment in the central region. Support the central region to develop international service outsourcing, and give full play to the leading role of Wuhan, Hefei, Nanchang, Changsha and other model cities. Surrounding the central cities and urban agglomerations, and with the development zones as the platform, we should support the central region to foster new opening up areas, and form a new pattern open to China and the world in an all-round way.

Third, guide the central region and eastern coastal area to strengthen cooperation, so as to promote the coordinated development of regional economy. Step up the study and formulation of investment promotion policies concerning industrial transfer.

Fourth, vigorously support the enterprises in the central region to “go global”, and make full use of the two kinds of resources in the two markets. Give major support to enterprises with strength to invest overseas, and reinforce international cooperation in such fields as technology, resource, energy and new strategic industries. Assist the central region in improving the governmental public service platform, doing well in talent training, and raising the capacity of enterprises to “go global”.
