Vice Minister Gao Hucheng's Speech at National Conference on Import and Export

  

On Nov 13-14, 2006, MOFCOM held national conference on import and export in Hefei, Anhui,  to deliberate broadly and deeply over topics like accelerating transform of foreign trade growth mode and realizing sustained development, to make arrangement on foreign trade management and development in new period and put forward requirements. Mr. Gao Hucheng, Vice Minister of MOFCOM and international trade negotiator attended the conference and made a speech.Vice Minister Gao summarized China’s foreign trade achievements and analyzed current difficulties. He said that China’s foreign trade developed fast after reform and opening up that China’s goods trade in 2005 hit US$1,421.9 billion, ranked world top 3, and primarily established its position as a big trade nation in the world. In Jan-Oct, 2006, China’s goods trade hit US$1,424.9 billion, up by 24.1% year-on-year. Fast development in foreign trade promoted economic growth and structural adjustment, expanded employment, increased farmer’s income, strengthened national economic power and improved China’s international position.But now, problems and difficulties existed in China’s foreign trade. Extensive growth mode in foreign trade led to low quality and benefit. Social responsibility of ventures did not realize in position and fair competition system is not perfect. Imbalance and inconsistency sticks out in foreign trade development. He stressed that although China formulated relatively high responsibility standard for labor and environment protection, work did not do according to the law by some ventures which leads to frequent issues like infringement of labors, production safety accident, destroy of biological environment and damage of public benefit. As a result, difference in social cost and unfair burden caused low export price of China. Vice Minster Gao pointed out the general situation that China’s foreign trade faced greatly changed so that China could not continue past developing way with high investment, low output, high growth and low efficiency. We should, on the basis of summarizing the past experiences and measures, take necessary strategic adjustment, hold opportunity, accelerate transformation of foreign trade growth mode, improve growth quality and efficiency, and realize complete and coordinated sustained development. He stressed to accelerate transformation of foreign trade mode, we should: 1, implement scientific developing outlook and building up harmonious society;2, reform existing examining indicators system, build up new comprehensive evaluating system; 3, build up policy environment which benefit for such transform. We should properly adjust foreign trade developing strategy, strongly push adjustment on export structure, improve growth quality and efficiency, take efficient measures to enlarge import, promote balanced trade development, perfect processing trade policy, upgrade transformation, greatly develop service trade, open up further, and accelerate implementation of go-global and encourage overseas investment and international operation of qualified ventures.(Source: Network Center of MOFCOM)
